What you can do on a ticket depends on your access to its project (see Project scope and access) and, for deleting, on whether the item is yours. Being the project manager or the assignee doesn't change it.

Admins always have full access. Leads and Members have full access on projects they're on and on Open projects. People who aren't on a Private project can't see its tickets at all.

Read-only boards
Archived boards are read-only for everyone until they're restored. When your organization's subscription is on hold, every project is read-only.
